The United States Government looks forward to the meetings in Oslo this week of ministers from the participating states of the Organization for Security and Cooperation in Europe. The Oslo meetings will begin preparations for the OSCE Summit next year. We are pleased to note that the silence procedure regarding selection of the venue for the next summit has expired and it now appears that the summit will take place in Istanbul, Turkey. We appreciate Turkey's generous offer to host the Summit and the constructive approach adopted by all the participating states of the OSCE, particularly the government of Armenia, in reaching this outcome.
We look forward to using this development as the beginning of a process to strengthen cooperation among the countries in the Caucasus region. The United States is strongly committed to this process.
