Press Statement by James B. Foley, Deputy Spokesman
December 11, 1998

The U.S. and D.P.R.K. delegations met in New York December 4 and 5, in Washington, DC December 7 and 8, and again in New York December 10 and 11 to continue discussions begun in August on U.S. suspicions about underground construction at Kumchangni. The talks were conducted in a serious atmosphere. The U.S. continued to require the complete resolution of our concerns regarding the D.P.R.K.'s suspect underground construction and has made clear this will require access. Although gaps remain, the parties approached the issues in a problem-solving manner. The two sides recognized that progress was made and agreed to meet again as soon as possible at a venue and date to be determined through the New York channel.
