Four Party Talks: Fourth Plenary
To Convene January 19

A Four Party working-level group met in New York on Tuesday, January 5, to discuss arrangements for the fourth plenary meeting of the Four Party talks. As a result of the meeting, the U.S., China, the ROK, and the DPRK have agreed to convene the plenary in Geneva beginning January 19, 1999. U.S. Special Envoy for the Korean Peace Talks, Ambassador Charles Kartman, will lead the U.S. delegation.

The U.S. goals in the Four Party talks continue to be the reduction of tension on the Korean Peninsula and replacing the Armistice by the achievement of a permanent peace arrangement. As agreed at the Third Plenary, two subcommittees will convene during the Fourth Plenary to discuss respectively the establishment of a peace regime on the Korean Peninsula and tension reduction there.
