Release of the 1999
International Narcotics Control Strategy Report (INCSR)

Press Briefing
Acting Secretary of State Frank Loy, Attorney General Janet Reno, and Director of National Drug Control Policy General Barry R. McCaffrey will announce the President's certification decisions for Major Narcotics Producing and Transit Countries on Friday, February 26 at 3:00 p.m. in the State Department's Press Briefing Room (Room 2118). Following their presentation, Assistant Secretary of State for International Narcotics and Law Enforcement Affairs Rand Beers will respond to questions from the press. The entire event will be on camera and on the record.

Advance Copies Of The Embargoed Report
Embargoed copies of the report will be available on Friday, February 26 at 10:30 a.m. in the State Department's Press Office (Room 2109). The entire report is EMBARGOED until the conclusion of the press briefing, approximately 4:00 p.m., February 26. The report is available on a first-come, first-served basis, one copy per media organization, and must be collected in person from Room 2109.

Copies will NOT be reserved, mailed, faxed, or delivered to a building entrance. If you do not have a State Department building pass, please present a media credential or letter from your organization AND a photo ID (valid drivers license or passport) to the receptionists in C Street Lobby. You will not be allowed access to the building without proof of identification.
