Release of the 1998 Country Report
On Human Rights Practices

The Department of State will provide to the Congress at the end of this month the annual "Country Reports on Human Rights Practices for 1998." Under Secretary for Global Affairs Frank E. Loy and Assistant Secretary for Democracy, Human Rights and Labor Affairs Harold Koh will brief the press ON THE RECORD on that report at 4:00 p.m. Friday, February 26, in the State Department Press Briefing Room (Room 2118).

Advance Copies for Embargoed Release

The Office of Press Relations will make available two pre-publication reference copies of the full Report for members of the press to review: one in the Press Office (Room 2109) and one in the Correspondents’ Room (Room 2313). Journalists may photocopy selected individual country reports from the reference copies.

Based on input from the State Department Correspondents Association, the Press Office will provide a limited number of copies of the Introduction and 21 selected country reports. These reports will be available on a first-come, first-served basis, only one set per media organization. They must be picked up in person at the Press Office, Room 2115; they will not be faxed or mailed. Any courier sent to collect a copy must have media identification to be admitted into the building. Copies will be delivered to couriers at building entrances.

These documents will be available at 7:00 a.m. on Friday, February 26. All documents are EMBARGOED until the delivery of Assistant Secretary Koh's congressional testimony, which is scheduled to begin at 12:00 p.m.

The Bureau of Public Affairs will place the full text of the report on the Internet; it will be available for downloading after the briefing on Friday, February 26.

Book Form
