Secretary Albright Meets With Foreign Ministers Regarding the
Situation in Kosovo and Surrounding RegionSecretary Albright has been consulting regularly with the Foreign Ministers of France, Germany, Italy and the United Kingdom regarding the situation in Kosovo and the surrounding region. She and the other Ministers agreed, on April 2, that their governments' objective is a peaceful multi-ethnic democratic Kosovo in which all its people live in security. This objective can be achieved by the return of all refugees and therefore the deployment of an international security force, the withdrawal of Serb military, police and paramilitary forces, and putting in place of a political framework for Kosovo on the basis of the Rambouillet accords.
Ministers also registered concern over the situation in the Republic of Montenegro. They expressed full support for the democratically elected government of President Milo Djukanovic, and their intention to assist in responding to the influx of refugees from Kosovo. They warned that any effort of the Belgrade regime to undermine the democratic government of the Republic of Montenegro could have the most serious consequences.
