Press Statement by James P. Rubin, Spokesman
July 15, 1999

United States Welcomes the Decision of the
Yugoslavia War Crimes Tribunal Appeals Chamber To Convict
Dusan Tadic for Grave Breaches of the Geneva Convention

The United States welcomes the ruling today by the Appeals Chamber of the International Criminal Tribunal for the Former Yugoslavia in the case against Dusan ("Dusko") Tadic. This decision sets a historic precedent that will be closely studied by international legal scholars. The Appeals Chamber decision reflects the U.S. Government's understanding that the conflict in Bosnia-Herzegovina was an international armed conflict in which innocent civilians had the right to the full protections accorded by international humanitarian law. We respect the professionalism and independence of the International Criminal Tribunal.
