Press Statement by Richard Boucher, Spokesman
June 16, 2000

Toward a Community of Democracies

The first-ever ministerial meeting of countries representing the world Community of Democracies will be held in Warsaw, June 25-27, 2000. The meeting will be hosted by the Government of Poland and co-convened by the governments of Chile, the Czech Republic, India, Mali, the Republic of Korea and the United States. Secretary Albright has worked closely with Poland and the other co-convening governments to develop this initiative, and will lead the U.S. delegation. More than 100 nations will be participating.

The Community of Democracies (CD) initiative aims to forge international consensus among countries committed to the democratic path on ways they can better work together to support and deepen democracy where it exists, and to defend it where threatened. Nations attending the Ministerial meeting will affirm their shared commitment to a core set of universal democratic principles in a Declaration to be issued at the Ministerial

Recognizing that democracy requires both government action and a vibrant civil society, the convenors of the Warsaw Ministerial welcome the parallel meeting of some 300 distinguished thinkers and path-breaking democracy promoters that will take place in Warsaw concurrently with the CD Ministerial. This "World Forum on Democracy" was organized privately by the Stefan Batory Foundation of Poland and Freedom House.
