Bert T. EdwardsBert T. Edwards was sworn in as Chief Financial Officer (CFO) and Assistant Secretary for the Bureau of Financial Management and Policy on November 2, 1998. As CFO, Mr. Edwards is the principal State Department Executive responsible for directing worldwide Department level budgeting, planning and financial management and systems activities.

Prior to his appointment as CFO at the U. S. Department of State, Mr. Edwards was a Retired Partner of Arthur Andersen LLP and worked as a consultant from 1994 to 1998. Beginning at Arthur Andersen as an Accountant in 1961, he rose to Senior Accountant in 1964 and to Manager in 1966. Rising to Arthur Andersen Partner in 1971, he became a Retired Partner and Consultant in 1994. From 1969 to 1970, Mr. Edwards also held the position of Financial Vice President, Leisure Time Industries, Inc.
He holds a B. A. , from the Wesleyan University, received in 1959, and a M. B. A., from Stanford University, received in 1961. Mr. Edwards served in the U. S. Army Reserves from 1962 to 1968.
His awards and honors include: Royal Victor Fellow, Stanford University Graduate School of Business, 1960-1961; Junior Achievement Inc. Bronze Leadership and Silver Leadership Awards, 1979 and 1981; Society of Military Controllers Outstanding Publication Award, 1983; Andy Barr Lifetime Achievement Award, Association of Government Accountants, 1993; Outstanding Service Award, Government Finance Officers Association of the Metropolitan Washington Area, 1993; Lifetime Public Service Award, Greater Washington Society of Certified Public Accountant, 1997; and the McKelvy Prize (Alumni fund), Wesleyan University, 1997.
The following publications were authored by Mr. Edwards: Sound Financial Reporting in the Public Sector, 1975 and 1996, published by Arthur Andersen; Guide for Studying and Evaluating International Controls in the Federal Government, 1984 and 1986, published by Arthur Andersen; A Report to the Citizens on the State of the Nation, co-author, 1994, published by the Association of Government Accountants; Performing the Single Audit (professional development seminar), American Institute of CPAs, annually 1985 through 1996; Case for a More Fair and Predictable Federal Payment for the District ("white paper"), 1995, co-author, D.
