COMMUNIQUE
OF
THE US-USSR STANDING CONSULTATIVE COMMISSION
ON THE
SECOND REVIEW OF THE TREATY BETWEEN THE UNITED STATES
OF AMERICA AND THE UNION OF SOVIET SOCIALIST REPUBLICS
ON THE LIMITATION OF ANTI-BALLISTIC MISSILE SYSTEMS
Pursuant to the provisions of Article XIV of the Treaty Between the United States of America
and the Union of Soviet Socialist Republics on the Limitation of Anti-Ballistic Missile Systems of
May 26, 1972, which entered into force on October 3, 1972, and was amended by the Protocol
thereto of July 3, 1974, the Parties together conducted a review of the Treaty after its second
five-year period of operation. By agreement between the Parties, the review was conducted from
November 9, 1982, to December 15, 1982, in a session of the Standing Consultative Commission
specially convened for that purpose.
During the course of the review, the Parties carefully examined the Preamble and Articles of
the Treaty and Protocol and evaluated their implementation in the period covered by the review.
The United States and the Soviet Union each reaffirmed its commitment to the aims and
objectives of the Treaty, and to the process of consultation within the framework of the Standing
Consultative Commission to promote the implementation of the objectives and provisions of the
Treaty and the Protocol thereto of July 3, 1974.
