Subject: New Forms Required for Research Vessels Operating in Italian Waters, March 29, 1996 (also see NTRVO No. 71).

OES/OA has been advised by our Embassy in Rome that they have received the enclosed new form for research vessels operating in Italian waters. Hopefully, the form should make research vessel clearance requests easier to examine, and thus speed up the beaurocratic procedures. Also enclosed is a cable from the Embassy translating the clearance request form and explaining the information required. Italian requirements enclosed with NTRVO No. 71 must also be complied with in all requests.

The stated lead-time requirement is six months. Therefore, it is requested that clearance requests for Italy be submitted to the Department of State at least seven months prior to the proposed start of research, and in compliance with the "UNOLS Handbook for International Operations of U.S. Research Vessels."

NOTE VERBALE

The Ministry of Foreign Affairs presents its compliments to the Embassy of the United States of America and has the honor to refer to the authorization request procedure for marine scientific research conducted in waters subject to Italian jurisdiction.

In this regard the Ministry of Foreign Affairs has the honor to transmit the attached form which was compiled by the Italian authorities responsible for granting such requests. The form contains the prerequisites that foreign companies interested in conducting oceanographic projects in waters subject to Italian jurisdiction must comply with and attach to the request itself. The sole purpose of the form is to facilitate consideration of the requests and therefore reduce the amount of time necessary to grant said authorizations.

Furthermore, notification is given that the authorities responsible for issuing said authorization have underscored once again that:

-the required documentation must be received at least six months before the departure of the cruises so that the authorization may be granted in due time;
-they remain apprised of any changes in due time so that the latter may be examined and a possible additional authorization be granted.

Attention is called specifically to the requirement of carefully complying with the contents of the "regulations governing scientific cruises by foreign vessels under Italian jurisdiction" in force since 1984.

The Ministry of Foreign Affairs avails itself of this opportunity to renew to the Embassy of the United States of America the assurances of its high consideration.

SUBJECT: RESEARCH VESSEL CLEARANCE: NEW PROCEDURES

1. On December 29, Embassy received from the MFA a note verbale with a new and detailed clearance request form attached. The form needs to be filled in completely in order to assure approval from the GOI for research vessels operating in Italian waters. The form should make clearance requests easier to be examined, and thus speed up the bureaucratic procedures. Nevertheless, MFA reminded us that requests must arrive at least six months before the starting date.
