
The Seattle Ministerial will be the third since the World Trade Organization (WTO) was
created on January 1, 1995. This ministerial conference is WTO's highest-level decision-making body. It meets "at least once every two
years", as required by the Marrakesh Agreement establishing the World Trade Organization.
