1/ This country is an excess or near-excess currency country. Agencies should instruct travelers in this country to minimize the use of U.S. dollars for travel and per diem expenses, e.g., purchase of foreign currency only from U.S. Government disbursing facilities and the elimination of any direct use of dollars. See FTR 301-10.4.
2/ Effective 8/18/96, Federal civilian employees detailed 4 consecutive hours or more to the following countries may be granted the danger pay allowance under Chapter 650 of the Standardized Regulations (GC, FA):

3/ The per diem rate of $42 ($20 for lodging and $22 for M&IE) effective 12-1-90, applies to all travelers using contractor-operated facilities on Antigua.
4/ Montreal, Canada: The rate is limited to the Metropolitan Area of Montreal.
5/ Metropolitan Toronto includes the Cities of Toronto, Etobicoke, North York, York and Scarborough and the Borough of East York.
6/ City of Paris including the departments of Essonne, Hauts-de-Seine, Seine-St-Denis, Val-de-Marne, Val-d'Oise and Yvelines.
7/ The greater Rotterdam area includes the municipalities of Albrandswaard (including the villages of Rhoon and Poortugaal), Barendrecht, Bergschenhoek, Berkel en Rodenrijs, Bernisse, Bleiswijk, Brielle, Capelle aan den IJssel, Hellevoetsluis, Krimpen aan den IJssel, Maassluis, Ridderkerk, Rotterdam, Rozenburg, Schiedam, Spijkenisse, Vlaardingen, and Westvoorne.
8/ The Department of Guadeloupe consists of Guadeloupe (Basse-Terre and Grande-Terre) including the islands of Marie-Galante, La Desirade, Iles des Saintes, Petite Terre, Saint Barthelemy and the French part of Saint Martin (Northern Portion).
9/ Tokyo, Japan: The term "Tokyo" is limited to that area falling within the following named special 23 wards (Ku): Adachi, Arakawa, Bunkyo, Chiyoda, Chuo, Edogawa, Itabashi, Katsushika, Kita, Koto, Meguro, Minato, Nakano, Nerima, Ota, Setagaya, Shibuya, Shinagawa, Shinjuku, Suginami, Sumida, Taito, and Toshima.
9a/ Tokyo-To includes Chiba-Ken, Haneda, Kanagawa-Ken (including Atsugi, Camp Zama, Fussa, Machida-Shi, Sagamihara, and Tachikawa), and Saitama-Ken; excludes Narita International Airport, Tokyo City, Yokohama and Yokosuka.
9b/ Agencies are advised that actual subsistence is appropriate for Awashima, Japan.
10/ The per diem rate of $45 (lodging 0, as it is provided by the US Coast Guard Nassau (OPBAT) and Great Inagua (OPBAT); and $45 M&IE) applies to U.S. Coast Guard personnel lodged at OPBAT sites in the Bahamas.

For U.S. Government travelers who will be restricted to the Embassy compound lodging is free and the M&IE is $35. The lower amount for M&IE should be reflected in the U.S. Government travelers' orders.
16/ Nairobi rate will also apply to Kahawa, Kiambu, Kibichiku, Kihara, Kikuyu, Ruiru, Thogoto and Wangige.
17/ Seoul rate will also apply to Suwon, K-16, Kimpo Airfield, Camps Market, Mercer and Colbern.
