SECRETARY ALBRIGHT: The United States fully supports Secretary General Kofi Annan's intention to name Danish Defense Minister Hans Haekkerup to serve as his new Special Representative in Kosovo. I have no doubt that Mr. Haekkerup will be a worthy successor to Bernard Kouchner in this extremely challenging position.

We also salute Mr. Kouchner for his outstanding achievements in Kosovo since the UN mission's inception in July 1999. Mr. Kouchner has done a terrific job of assisting the people of Kosovo through truly difficult times by helping to rebuild Kosovo after the terrible tragedies of ethnic cleansing that the people there suffered.

He provided food, warmth, shelter, justice and a promise of a future to more than a million people. I join their voices in offering Mr. Kouchner our profound gratitude.
