SECRETARY ALBRIGHT: I warmly congratulate General Colin Powell on his designation by President Elect Bush as America's next Secretary of State. General Powell is a leader of proven experience, integrity, and patriotism. I am confident he will work hard to sustain American leadership, reaffirm our alliances, maintain our commitments, and uphold the democratic values our citizens cherish. I wish him every success and will depart office secure in the knowledge that U.S. foreign policy is in steady and skillful hands.
