Focus of Trip:
Secretary of State Madeleine K. Albright will travel to Vienna, Austria, to attend the opening of the Organization for Security and Cooperation in Europe (OSCE) Ministerial Council November 27-28.
      Departing late on Saturday, November 25, the Secretary will have a series of bilateral meetings while in Vienna. On Monday, November 27, the Secretary will attend the opening of the OSCE Ministerial Council and deliver brief remarks during the first plenary session. The Secretary will join the other ministers in commemorating the 25th anniversary of the signing of the Helsinki Final Act, which created the OSCE, emphasized human rights in the dialogue among states, and stimulated democratic change in Europe.
      Secretary Albright will return to Washington on Monday afternoon.
